Accessibility

From 1 February 2023, all public websites must have an accessibility statement that is published on UUstatus.no.

For Digdir, universal design is not only about compliance with regulations, but just as much about values and a view of humanity. The goal is for our services to be accessible to everyone and – to the greatest extent possible – regardless of age, functional ability and level of education. 

Altinn is a comprehensive solution, where some of the components are old and being phased out. For the old Altinn II solution, which was specified before the WCAG requirements existed, there are some requirements that cannot be met. In order to comply with WCAG, the solution is for the service owners in Altinn (i.e. state, county and municipal enterprises) to move their services from Altinn II to the modern Altinn 3 platform.

Since compliance with the WCAG requirements is completely different from the old and new Altinn solution, we have chosen to fill in 3 different accessibility statements:

1) Go to accessibility review for the Altinn portal
This applies to the information pages before logging in and the old pages for profile, player selection and delegation that exist after logging in. The new post-login pages (Inbox beta and Access management beta) are not the primary solution and will be included in the policy later.

2) Go to the accessibility statement for the Altinn II services
This applies to many hundreds of forms and services that will not be able to meet important WCAG requirements without being moved to a new platform. Altinn II is being phased out with absolute "end-of-life" in the summer of 2025.

3) Go to the accessibility statement for the Altinn 3 services
The modern, cloud-based Altinn platform must be able to meet all WCAG requirements. Any violations here will be corrected continuously.

Digdir shall:

  • Maintain and further develop an accessible website 
  • Make sure your site achieves at least WCAG 2.0 level AA
  • Adapt content and functionality to meet new requirements in WCAG 2.1 
  • Comply with the Equality and Anti-Discrimination Act 
  • Comply with the regulations on universal design of ICT 
  • Include accessibility in the choice of third-party systems and upgrades of existing systems 

The accessibility principles we follow: 

  • The website is regularly checked for violations of WCAG requirements, both mechanically and editorially. We have regular work sessions to correct the errors that are uncovered.
  • We have a clear and concise language. 
  • The web pages are coded so that it is possible to read the content aloud with screen readers. 
  • You can enlarge the text in your browser. 
  • We meet the requirements for color contrasts, headlines and links. 
  • All images have an alt tag. 
  • Zero errors for accessible web content (WCAG) 2.0. No errors for A and AA, and we strive to have zero AAA errors.
