Prior checks – checks of professional qualifications

If you wish to temporary carry out work in Norway within a regulated profession that may have health or safety implications for the service recipient, the Norwegian competent authority may check your qualifications prior to the first provision of services.

Prior checks only apply to professions that fall under the scope of the general system for recognition on the basis of evidence of formal qualifications. In principle, prior checks do not apply to professions that fall under the scope of recognition on the basis of professional experience (trade and craft professions), coordination of minimum training requirements (harmonised professions: doctors, nurses, dentists, pharmacists, midwives, veterinary surgeons), and the ones for which common training principles have been established.

The competent authority shall, within one month of receiving the notification, determine whether you can start working without further scrutiny of your qualifications, or if you need to undergo a compensation measure.

If the competent authority needs more than one month to determine this, you shall be notified of the reason for the delay within one month after the notification was received. In such cases, the competent authority shall make a decision within two months after the reason for the delay has been resolved.

If the competent authority has not processed the application within these deadlines, you may practice the profession.

  • Driving instructor
  • Driving instructor – additional qualifications, categories A1, A2 and A
  • Driving instructor – additional qualifications, heavy categories
  • Emergency vehicle driver
  • Emergency vehicle driver training manager
  • Emergency vehicle driving instructor

 

Health professions:

  • Advanced Practice Nursing – General Practice
  • Musculoskeletal Physiotherapist
  • Naprapath
